While such tribes as the Dahomans and Zulus possess superb soldiership, the Negro race is not bellicose. Government is half=patriarchal, half= feudal; but despotism is not absolute, for the power of the head=chiefs is derived from and modified by the lesser chieftains. The more the darkness lifts from African civilizations, though inferior in intellectual power to the Chinese and the Indians, the less we feel inclined to rate Negro culture below that of the Bedawin and the Berber.
